New Year's greetings from the International IPA President
New letter


  Another year has passed and it is time to take stock. Each one of us will look back and decide for himself whether it has been a good or a bad year.
  Let me first of all thank you for the loyalty you have shown the IPA. We are especially grateful to all of you who are actively involved in the work of the IPA. We could not manage our work without the energetic assistance of many IPA friends who can always be relied on at all levels.
  However, I would also like to thank the members of the PEB and the International Commissions who, in preparing the documentation for the 15th IPA World Congress in Canada, considerably eased the workload.
  The PEB endeavoured to strengthen links with the National Sections in 1997, with members of the Permanent Executive Bureau visiting sections in every continent. I am pleased to report that 1997 saw an increase in membership, having witnessed a fall, for reasons unknown, the previous year. A steady upward trend, with police forces from Gabon and the Ukraine now affiliated, should continue into the next century. In a number of sections, the work of the IPA is impeded by external circumstances or set back by inactivity. Along with the PEB those sections which at one time applied for or supported affiliation should endeavour to support IPA sections. It must surely be easier to assist existing sections in difficulty than to found and develop a new section.
  Although the IPA faced a crucial test in Canada, delegates demonstrated that reason, understanding and solidarity within our association came first. Whoever supports the ideals of our association should be able to build on our association's solidarity in future.
  I wish each of you and your family all the best, success at work and, above all, good health in 1998.
