THE FRANSCHHOEK BELGIAN DEVELOPMENT TRUST IT581/98

This was registered on the 26th February 1998 under Letters of Authority issued by the Master of the High Court, Cape Town.

The trustees appointed by the Belgian NGO (Livos) to administer the donations are the following business and professional people resident in Franschhoek.

I.    David Albert Prince Mort ("Mort") is an economist by qualification having graduated with a B.Com (Economics) from the University of the Witwatersrand. Thereafter he did post graduate studies in Third World Development Economics at the University of Oxford. He is a retired economist, property developer and businessman and is, and has been, a director of many companies during his career. Mort has been involved in large scale property developments both in South Africa and internationally. He has acted as a consultant for the South African Government, Provincial Administrations, various city councils and finance and business houses such as Anglo American, Anglo Vaal, Barlow Rand and many other listed companies and private investors as well as internationally, the World Bank, the International Monetary Fund, the United Nations Development Programme, the Vatican and private sector companies in the United Kingdom.


II.    Hendy Snipelisky ("Snipelisky") is a practising attorney carrying on practice as such under the style of H Snipelisky & Co in Franschhoek. He holds the degrees of B.A. (1961) and LL.B (1964) from the University of the Witwatersrand. Snipelisky has practised as an attorney for over 20 years and during this period has been a trustee of a number of trusts and has had substantial experience of trusts.

III.    Graham Herber Melt De Villiers ("De Villiers") is a businessman who currently has extensive interests in wine farming. He was the founder of De Villiers and Schonfeldt, one of South Africa's most successful advertising agencies during the 1980's. He sold out the business to McCann Erickson, the world's largest agency network and was appointed chairman of the local company for 2 years. He thereafter spent 5 years internationally as regional director and member of the Worldwide Management of McCann Erickson for 2 years in London, England and 3 years in Sydney, Australia. He retired from these positions at age 55 and returned to South Africa to concentrate on wine farming. He is a past chairman of the Franschhoek Vallee Tourisme and current chairman of the Vignerons de Franschhoek. He is also chairman of Gansbaai Fishing, a fishing corporation and a partner in Group Editors, a company which publishers local newspapers in a number of major provincial towns such as George, Knysna, Oudtshoorn and Mossel Bay.

IV.    Jean Richards-Turban ("Richards-Turban") holds the degrees of B.A. and B.Sc which she obtained at Mount Holyoke College in the United States. Richards-Turban is a school teacher by training but is also a qualified nurses aid. She has served and worked for numerous charitable and social orientated organisations and has been on the governing committee or has been the chairperson of, inter alia, the following organisations: Association for the Blind, Connecticut, U.S.A.; Voluntary Nursing Service and Hospice Association, Franschhoek; the Ratepayers Association of Franschhoek; the Winelands District Council and the Franschhoek Development Forum.
   
V.    Jan Gideon Roux ("Roux") is a master builder and partner in what is probably the largest building and construction company in the Franschhoek area. He is a councillor for the municipal area of Franschhoek. Roux was first elected as a councillor in 1966 and since then has served as a councillor and as chairman of several of the council committees on and off for approximately 27 years. For the last several years he has served as deputy mayor of Franschhoek. He is a founder of the Franschhoek Trust which monitors commercial and construction developments in Franschhoek and surrounding area and advises the Franschhoek Municipal Council on these matters.

VI.    Vivien Gwendolene Lorna Jefthas ("Jefthas") is currently a Franschhoek town councillor for Ward 3. She was a stock controller and supervisor at Greatermans head office in Cape Town for approximately 12 years. Thereafter Jefthas was stock control and office supervisor of Russells, the large furniture organisation in Cape Town. She is a member of the Franschhoek Voluntary Nursing and Hospice Service and is one of the voluntary workers and care givers for this organisation. She is also a member of the A C V V whom she also serves as a care giver.

VII.    Donald Douglas Bailey ("Bailey") started his business career in the fishing industry where he was factory manager for Irvin and Johnson Ltd. He acquired an interest in the business of Hazeldene Dairies and was its managing director from 1959 to 1973. Thereafter he took over the business known as Avis Rent A Forklift of which he is the owner and chairman. He was vice-chairman of the Springs Country Club and a member of the Point Yacht Club. He is currently chairman of the Franschhoek Voluntary Nursing and Hospice Association's fund raising committee.

The purpose of the Franschhoek Belgian Development Trust is to supervise and administer the donation of R8 million over the next five years.

The auditors of the Trust are the internationally known auditors Coopers and Lybrand. Their Stellenbosch branch is responsible for this audit.

These donations comprise the following three programmes:

1    The provision of buildings by Belgian NGO (Liberalen voor Ontwikkelingssamenwerking) Livos to the value of R3 million mainly for social welfare, hospital clinics and creches as well as a certain amount of training.

2    The provision, again by Livos, through another Belgian NGO, VIC (Vlaams International Centrum) of R3 million for job creation through training and the provision of buildings for small and medium size businesses which are labour intensive.

3    A teachers and social welfare personnel secondment programme, costing approximately R2 million over the next 3 years with effect from the 6th January this year.

It is intended that every donation of cash or goods shall be controlled through this Trust. Where portable goods such as computers, containers, vehicles, expensive equipment etc is concerned, it is the Trust's intention not to actually donate this but to lease it to the schools at a nominal rental so as to retain, not only control of the equipment, but also supervise maintenance and use etc.

With regard to the buildings being erected, these will be supervised by a seconded architect from Belgium as well as by a project manager who, in addition, is experienced in the establishment of small business.
